This is according to ThePanamaReport.com founder Matt Landau, who said one of the reasons for this is that the nation's famous canal is expanding, which could "double its already astronomical annual revenue".
The joblessness rate is "reaching record lows" and the government is constantly initiating infrastructure developments, he continued.
Purchasing real estate in this nation "represents high potential, with comparatively puny risks", the expert asserted.
Mr Landau noted that most official documentation in Panama will be written in Spanish and many overseas investors will need a "good lawyer and translator" to understand them.
There are also considerations to the healthcare provisions in the country and the difficulties in acquiring skilled labour, he pointed out.
Mr Landou had previously stated that the US dollar is used as currency and foreign individuals have the same rights to land ownership as native inhabitants.
