However, he remarked no data has yet been published that proves an upturn in the sector and any suggestion "full-blown recovery" is taking place would be premature.
Real estate prices are still considerably lower than they were a few years ago, but stalled building projects are beginning again and investors are considering putting money back into the city, the specialist pointed out.
Furthermore, tourism in the area is strong and has remained so, Mr Collins noted.
A recent surge in the sale of Dubai buildings to foreigners was recently realised and Damac Properties claimed record levels of air traffic coming through the airports of the United Arab Emirates was one of the key reasons behind this rise.
