However, he observed governments under pressure to close their budget deficits could introduce new legislation in future that may adversely affect residents, such as higher property taxes.
Any purchase "has to be tempered with the realisation of additional potential changes that can come along", Mr Collins said, adding people planning on buying overseas property need to ensure they are protected from risks as much as possible.
