Can You Use WhatsApp in Dubai?

Dubai is high on the list of destinations for holidaymakers, expats and influencers. Enticed by the warm weather, shopping and scenery – plus the opportunity to experience a sophisticated trip abroad – it’s a place that many are clamouring to visit.

The question is, can you use WhatsApp in Dubai to do this? The answer is both yes and no. WhatsApp capabilities are limited in Dubai, meaning you can send messages, but you cannot make calls.

Is WhatsApp banned in Dubai?

No, WhatsApp is not banned in Dubai. Instead, it has restrictions in place over its use. Sending a message is fine, as is sending image and video content via a chat. However, you won’t be able to make voice or video calls.

This is because strict rules are in place over VoIP services. VoIP, or Voice over Internet Protocol services, are where you make a phone call via the internet.

Throughout Dubai, the UAE government has ensured such calls cannot be made to help protect national security. This means that other similar services like FaceTime are also unavailable. However, local providers of these services are allowed.

Why can’t I make WhatsApp Video calls in Dubai?

The strict rules placed on how WhatsApp can be used in Dubai stem from two core reasons: security and money.

The UAE government has long held concerns over communications via VoIP and, in 2022, implemented new cybercrime laws that could see penalties as harsh as life in prison for using the internet to oppose the government. In addition, bans were put in place to stop any material that could harm state interests or dent public confidence in the state being shared.

It’s under this law that VoIP services such as those provided by WhatsApp are regulated. With WhatsApp using end-to-end encryption, nobody can monitor or intercept calls, leaving the government in the dark about what is being communicated – hence the ban on calls.

When it comes to money, the government wants local network operators to thrive. Where they function under government rules and bring money into the country, they are seen as much more favourable by the authorities and are granted permission to operate.

If I can’t make video calls with WhatsApp in Dubai, what can I use?

If you are travelling to Dubai (or have recently relocated there) and want to make a video call back home, you do have a few options:

  • Use the BOTIM, C’ME or ToTok apps. These are secure messaging and video calling apps authorised for use in the UAE
  • Sign up with local operators such as Etisalat or DU for VoIP services
  • Use international roaming so your data use passes through your home country
  • Buy a travel eSIM and have your data usage pass through a third country
  • Use a VPN and have your calls transferred through a third country

It is not illegal to divert your calls and video messages through another country, as the restrictions only apply if you use a local network.

Can I use a VPN to still make WhatsApp calls in Dubai?

Yes, you can. However, it should be noted that VPNs are a great drain on both your battery and mobile data. A VPN allows WhatsApp to work in Dubai as it routes your traffic to another country, making you appear as though you’re in a country where WhatsApp is allowed.

If you have already got a VPN in place, you could get a local SIM card and still use WhatsApp in Dubai. If you haven’t yet set up a VPN subscription, a travel eSIM might be the best option as it will be relatively cheap. You won’t be able to buy one in Dubai due to the restrictions that are in place, though. Instead, plan ahead and buy before you fly.

Which VPNs could I use for WhatsApp in Dubai?

Most will work, although you should look for one that offers decent speeds, a high level of security and servers close to the UAE. Providers like Nord VPN and Express VPN, for example, could be great options.

How else could I make Video calls in Dubai?

If you don’t want to use a VPN, are unsure about eSIM and don’t want to think about international roaming or signing up to local networks, you could make use of some other popular apps.

Zoom

Zoom can be used in Dubai, and allows you to make video calls as well as phone calls over the internet.

Google Meet

Google Meet can be used in Dubai for video chat and calls. Initially banned, restrictions were lifted after the COVID-19 pandemic.

Microsoft Teams

Microsoft Teams is available in Dubai for video calls and chat, but it has been reported that some internet providers restrict its use. Due to Microsoft storing its data within the UAE, it does comply with local law so you shouldn’t have a problem.
