Official figures showed that the country's population was estimated at around 4.48 million at the end of 2007 and due to an increasing number of people moving to the region it is predicted to increase to nearly 4.76 million by the end of 2008.
Only 864,000 nationals live in the UAE compared to 3.62 million expatriates and this gulf is expected to widen as more international businesses move to the area.
According to authorities in Dubai, an expatriate must learn about the culture and laws of the UAE before moving abroad.
The Dubai department of tourism said: "We want everyone to enjoy their time here, and, as such, people are expected to behave responsibly and respect the culture, traditions and local laws of the emirate."
Dubai is expected to have a larger population than Abu Dhabi by 2009 and this is down to a rapid influx of expatriates, which has been fuelled by an economic boom.
