Expatriate Insurance News: India 'worst Asian country for red tape'

03/06/10 16:42

Expatriates living in India have voted the country as the one with the most inefficient bureaucracy in Asia.

In a survey of expat business executives by Political and Economic Risk Consultancy, India was followed by Indonesia and the Philippines in a poll of countries with the most red tape, which acts as a deterrent to foreign investment, the respondents said.

Singapore and Hong Kong, seen as the region's business and financial centres, were voted by expatriates as having the most effective bureaucracy.

In Asian countries with lots of red tape, government bureaucracies have become "power centres" in their own right, the consultancy said, which allows them to resist reform efforts from politicians and officials.

The civil service in India is an example of this, the survey concluded, as the political system has made inertia a problem in reforming red tape policies.

Some 1,373 expatriate executives were surveyed in total, ranking 12 key countries and territories in order of least effective at bureaucracy.
